Thinking the unthinkable: Risk analysis as a modern tool for hazard defence and preventive conservation in museums

Short description

Awareness of the need to protect art and cultural assets from threats posed by emergencies of all kinds is increasing, but is not yet sufficiently implemented in the institutions. The assessment of risks for museums, archives and libraries with historical collections can be carried out in a similar way. How emergency management in cultural institutions can be optimised will be discussed and presented in this lecture using the example of the Old Masters Picture Gallery in the Dresden Zwinger

Description

The incidents during the Oder and Elbe floods and the fire at the Anna Amalia Library in Weimar have led to an increased assessment of the risks to cultural assets throughout Germany. A matrix compiled by the Safety Guidelines for the Protection of Cultural Property SILK www.silk-tool.de can be used to classify objects to be protected, protection goals and measures; a mind map presents the structure of this matrix.

A risk analysis can be carried out on the basis of an analysis of occurring hazards and possible effects and an assessment. By analysing the various collections at different locations and quantifying the risk of damage and the extent of damage, it is possible to sensitise people to existing hazards. This is presented using the example of the Old Masters Picture Gallery in the Dresden Zwinger.

Detailed but clear emergency plans for emergencies with and without advance warning lead to an improvement in response times and clear structuring in an emergency.

Based on the risk analysis, various plans are required for emergency management. By way of example, the procedure for reducing the risk and extent of damage is explained using a flood management plan, a protection concept for water over artificial property and a fire protection concept. Good logical and graphic presentation is important in order to maximise the ability of a large group of people to act in an emergency

Conclusion

All risk analysis and emergency management measures must be understood as the first duty to preserve cultural assets as an ongoing and never-ending process that requires continuous updating and training. By developing and training appropriate plans, it is possible and essential to improve preventive safety and minimise damage in an emergency.
